In this verse, God says he will give us the power to see the future. God will give His Spirit (e.g. As inspiring ecstatic state of prophecy, as impelling prophet to utter instruction or warning, imparting warlike energy and executive and administrative power, as endowing men with various gifts and as energy of life) to everyone so many can prophesy, i.e., speak (or sing) by inspiration, old men will dream (with prophetic meaning), and young men will see visions (i.e. revelation).
